4. Segregation of Prisoners I

This session will reference the regulations of the Prisons Organization as they regard prisoner segregation on account of background, age, gender, nationality, type of crime, length of punishment, mental and physical state, and particularities of personality, aptitude, and education level. We’ll also investigate regulations regarding methods of segregation and division of prisoners authorized November 30, 2006. Through the enforcement of clause 9 of that law, the Prisons Supervisory Council became the Prisons Organization, and the country’s provisional and training measures approved January 26, 1986 by the Majles were confirmed in the interest of improved enforcement for treatment, reform, and training per the objectives of Iran’s higher organizations, thus confirming the protection of the rights and dignity of prisoners and a greater degree of prison security. “Segregation and division” is defined in accordance with these regulations as separation of prisoners from one another in prisons, detention centers, and training and provisional centers in the country with an eye to age, type of crime, legal status (accused or convicted,) and health status. For purposes of clarifying and investigating the issue, further into the course we’ll outline the discussion in two general parts, the first of which we’ll treat in this session: segregation of prisoners on the basis of age, gender, and health status. Besides this we’ll take up related issues with juveniles, women (with reference to the Bangkok and Tokyo accords,) the elderly, and LGBT individuals. The second part, in the next session, will examine the issue of prisoner segregation according to type of crime.
